On this page you will find incomplete staff and complaint histories with sources cited (i.e. Progress Report), the general advisory against segregated congregate care with sources cited, and a reporting guide for those unlawfully harmed or firsthand witnesses to unlawful harm by or at this location to report violations of the law to the proper authorities/law enforcement.  The staff list itself will not be updated with additional names out of a sense of fairness where those providing the names ask for anonymity or confidentiality.  And, this program will remain eligible for merciful release if all criteria are met and no guest sermon is provided by a qualifying sponsor by that time.  In the meantime, it can graduate the COPE Conversion Program by meeting the Honesty In Marketing Standards (HIMS) or permanently close to be removed from the watch-list/released from the COPE Conversion Program.  If permanently closed prior to graduation or merciful release, it will be buried in the virtual graveyard

4.  My home was invaded by transporters. No nock. No call. Drug out of my home without a goodbye hug or anything. When iarived at RCR the first words out of tonys mouth were "hi I guess I'm guna be like your new mom while you are here" I was scarred and mortified when they strip searched me. I thought it was so unneccisary. Staff member eni was thee most careless staff. She slept on shift all the time we couldn't even use the restroom afraid she would be mad that we woke her to ask. I was very favored by the staff but I saw a lot of things go on that were not ok. Is it neccisary to restrain a 4 foot 6" tall 70 pound baby girl just because she is historically crying? I didn't think so. I can't tell you how many times we ate raw chicken. I got ecoli while I was there for the first time. I've had it again since I've been home. It is a disease you get from consuming raw chicken. They didn't take me to the hospital until I became paralyzed in both legs and both arms and was speaking gibberish. A whole 24 hours after I had begun showing symptoms. I very well could have died. That might be dramatic but it's also a fact. Darleen was a terrible staff. She made threats and even pushed girls around sometimes. My therapist guy was soooooo bad. He was terrible I didn't learn one freakin thing in anyyyy session with him. The program taught a brainwashing system of how to not have feelings or emotions. Don't express yourself. Shut your mouth. And don't have feelings. Be neutral to everything. I am NOT neutral to everything and dispite anyone's good intentions the program was not run correctly or lawfully. I am so thankful for the girls I met whole help my hand and walked through the nightmare of RCR with me. But nothing good has come of the program itself. Nothing.  ]

4.   Declarative Statement:

       RCR is a private, for profit, behavioral modification program. My first impression upon arrival there was their method of maintaining control over the girls in the program, a method that highlights emotional, physical, and pharmaceutical force into submission. Girls are told upon arrival that their placement in RCR was entirely of their own fault, and reminded daily that until they meet the expectations of both the program and their parents, they will be unable to return home. Regardless of how ludicrous some parents’ expectations may be, RCR upholds whatever is requested, and promises parents they will modify their daughter’s behavior accordingly. RCR keeps parents happy, because the parents pay the bill.

RCR explicitly told girls that if they tried to run from the program, they would have no success, as the staff were instructed to restrain any girl who attempted. I’ve witnessed many of what they deem restraints, essentially the grown men who staff RCR outright tackle the girls to the ground, and refuse to release them until, by way of yelling and force, the girl is again submissive and agreeable to whatever the staff deems the girl should do. These restraints were not used simply for run attempts, however. I often saw them for things as small as talking back, or once for a girl not wanting to take off her socks, because quite simply her feet were cold. The girls are told it’s of their own fault that staff ‘had to’ restrain them. On one occasion, staff at RCR had given me letters from my grandmother, letters they were restricting because they were not from my father. When they learned that I was in possession of those letters, I was accused of stealing them. This accusation was made when I was brought into a therapy room, after requesting a therapy session because it was the date of my mother’s death. RCR does not confront its shortcomings, but rather places blame on the impressionable adolescent girls in the program. Not themselves, they contend they do only good; not the parents or sometimes dysfunctional families, they are the paying clients. 

Essentially, any circumstances there that would be looked down upon go unheard of; RCR restricts any access to outside communication, whether it be a letter to a friend or a call to the police. The only calls allowable are the single call per week we may get from our parents if they call in, a call which is monitored by the staff, and we are instructed as to what we can or cannot say. The staff listens to the entire phone call, which they justify by saying they are preventing us from “manipulating” our parents. Manipulation covers everything from begging to be removed from the program, or even just truly speaking of the injustices that go on. RCR never wanted us to say what really goes on there out of fear that our parents would learn the truth, and quit paying them to provide services. Even when I had first gotten there, and asked to speak with my father to ease my distress, they told me they would ask him if he wanted to talk to me. They said he didn’t, but in actuality, they never asked. I had been forcibly isolated from my family, friends, and all that was familiar to me, to be put into an environment I felt alone in. This was no state of mind to be in when being told I had issues I needed to fix. 

These practices I feel to be physically unsafe as well, after one event I witnessed. A newly arrived girl bunked in my room had awoken in the middle of the night, gone into the bathroom and removed the rear porcelain cover of the toilet, and threw it at the mirror. This woke us all up, and our room alerted staff when the girl proceeded to stab herself with the shards of glass. We never received any therapy after this event, something that still sticks with me today. Randy and other staff simply sat us all down hours later and told us not to talk about it, there was no need to alarm girls who didn’t witness it. My father was appalled at this when I had finally gotten home, he told me he had never even been told it had happened. I was unable to tell him from within the facility because I would’ve been “consequenced” (their term for discipline) had I said anything on the phone, and neither Randall nor the staff had ever informed any of the parents.

Over time, I began to truly believe that there was something horribly ‘wrong’ with me, as if I were undeserving of returning home until I became submissive to the program. I picked up on this quickly, and was the fastest girl to finish the program after seven and a half months, though it usually takes from 9-14 months. This may have something to do with my dad’s refusal to pay. I realized I had to become submissive and obedient, it didn’t matter to Randall and the other decision makers what sort of progress I made therapeutically. My biggest issue going into RCR was the relationship with my father. I only got two “family therapy” sessions with my dad, therapy sessions which are done via telephone. No work was done to reconcile my home environment, or educate my father about how to better offer support upon my return. My individual therapies were with a woman named Sharla Christie, and were often discussing politics, or philosophy; nothing truly therapeutical is offered at RCR, and their highest qualified professional is Randall Soderquist, the owner/operator, who is a LCSW. Randy was still somehow able to get medications prescribed to girls to keep them from acting out. Punishments were absurd, an example of which being when I had set out two separate meats to thaw. I put them both on the same tray, and because one of the packages had leaked and contaminated the other meat, I received a write up under label of carelessness. The consequence for this was scrubbing the walk-in freezer on my hands and knees, in a t-shirt and shorts, for three hours. They deemed it a “work project”. When I, and the other girl who was consequenced with me, complained of being cold, and the fact that our knees were freezer burnt, we got another write-up for “breaking silence”, or talking when we weren’t allowed to.

The program itself is 5 “levels”, consisting of reading a few self help books and writing papers on them, getting 400 points per level, and showing progress towards newly modified behavior that was in accordance with what parents outlined they expected from their daughter upon admission. A typical day would get someone a maximum of 10 points, however these points were easily lost if someone cursed, lied, talked when not supposed to, etc. Points are earned in what they deem group therapies, which are often watching TV, such as Dr. Phil, A&E’s Intervention, or cooking shows, and taking notes or answering repetitive questions generated by the general staff, who are not qualified in therapeutical services whatsoever. Even more alarming, is the month long ‘home visit’, which is essentially a test to see how the girls will do, ending with our inevitable return to RCR. All this placed the burden of therapy on the girls themselves, a forced manner in which they and I learned to unhealthily refrain from confronting issues within ourselves, as well as within our families, for the sake of fitting the mold and being able to return home.

The police report posted below is what was filed by the Fredonia Marshal's office, after they responded to a call made by Randall Soderquist, and received only his self-serving side of the story in regards to my attempt to rescue Cassia from RCR. I highly doubt Cassia would say, to an officer of the law, that all she wants to do is get high off meth and die young. I believe much of the language, and the intimidation tactics, do nothing but show the alarming complete and unquestioning support of RCR, even by elected Marshal's of the law. RCR is on an Indian Reservation, therefore has quite a bit of legal leniency, and the town of Fredonia essentially regulates itself.

They’re traitors: Let’s call the Oregon standoff what it really is — domestic terrorism

This is not a peaceful protest, these faux freedom fighters are drunk on dreams of revolution  (Credit: AP/Les Zaitz) Jackasses with guns occupied a federal building in eastern Oregon over the weekend. What began as a protest event in support of Dwight and Steven Hammond (father-and-son ranchers who were convicted of arson) quickly shape-shifted into armed sedition, with something like 100 militiamen seizing the unoccupied headquarters of the Malheur National Wildlife Refuge. A report from The Oregonian sums up the details: A “The Bundy family of Nevada joined with hard-core militiamen Saturday to take over the headquarters of the Malheur National Wildlife Refuge, vowing to occupy the remote federal outpost 30 miles southeast of Burns for years. The occupation came shortly after an estimated 300 marchers — militia and local citizens both — paraded through Burns to protest the prosecution of two Harney County ranchers, Dwight Hammond Jr. and Steven Hammond, who are to report to prison on Monday. Among the occupiers is Ammon Bundy, son of Nevada rancher Cliven Bundy, and two of his brothers. Militia members at the refuge claimed they had as many as 100 supporters with them. The refuge, federal property managed by the U.S. Fish and Wildlife Service, was closed and unoccupied for the holiday weekend.” The Bundy clan made headlines in 2014 when Cliven Bundy ignored federal mandates and continued grazing his cattle on disputed lands. The subsequent standoff become a flash point for right-wing survivalists, whose entire existence seems to be rooted in false narratives about individual liberty and state tyranny. The blockheads who arrived in Nevada last year, like the faux freedom fighters in Oregon now, are drunk on dreams of revolution. They live incredibly privileged lives and know nothing of actual tyranny, but delusions of grandeur and a lack of productive hobbies keeps them eternally vigilant against non-threats wherever they find them. And thanks to the cavalcade of crackpots in conservative media, the imaginary hazards are everywhere. In any event, what’s happening in Oregon is a massive story. These men are looters and traitors. They’re occupying a wildlife sanctuary against the wishes of the people who live there and in defiance of federal law. And they’re defending two men who burned land they didn’t own after illegally grazing cattle on it for decades. Unlike other protests, moreover, these militiamen are explicitly threatening to use force if authorities attempt to remove them. “We will be here as long as it takes,” Ammon Bundy said. “We have no intentions of using force upon anyone, (but) if force is used against us, we would defend ourselves.” Translation: We’re breaking the law and we’re going to continue breaking the law, and if the authorities try to do their jobs, we’ll shoot them. This is not a peaceful protest, in other words. Occupy Wall Street was a peaceful protest. The Black Lives Matter movement was and is a peaceful protest. Whatever you think of the politics of Occupy Wall Street and BLM, these campaigns are in the tradition of civil disobedience and pose no threat to anyone. If the protesters in Zuccotti Park or Ferguson, Missouri arrived in military fatigues with pistols in their pockets, they would’ve crossed a legal line, and the reaction – from the media and the police – would have been dramatically different. advertisement You Might Also Like The Oregon standoff, as Charles Pierce ably noted, “is an act of armed sedition against lawful authority.” And yet the media is largely ambivalent. This should be the front page story on every major media outlet. Cable news should cover this unceasingly until it’s resolved, as they’ve covered so many other less important events. But that’s not happening. As Vox reported, the reactions have been curiously subdued. Whether it’s the AP or the New York Times or Fox News, the Oregon story has been an afterthought. The reactions on right-wing talk radio this week, one can assume, will be either similarly muffled or largely supportive. That the media’s reaction to Oregon is mostly muted tells you everything you need to know about the double standards at work here. This is textbook domestic terrorism, but it’s not identified as such because terrorism, increasingly, is about the actors, not the acts. As Salon’s Chauncey Devega observed, if this were anything other than white men, this would be called what it is, and the federal response would be overwhelming. No, these militiamen are not the same as ISIS. And no, they haven’t killed anyone – not yet, at least. But they’re occupying a federal building and using the threat of violence to coerce and intimidate the government. That’s terrorism, and that’s all it is. That they fancy themselves patriots and carry a pocket constitution means absolutely nothing. Kate Brown called for calm late Tuesday night.   "The situation in Harney County continues to be the subject of a federal investigation that is in progress," she said in a statement. "My highest priority is the safety of all Oregonians and their communities. I ask for patience as officials continue pursuit of a swift and peaceful resolution."   Little detail was available about the dramatic finish to the free-roaming ways  of the militant leaders. State police said troopers were involved in the shooting and that one person died, another suffered non-life-threatening injuries and no police were hurt. The militants seized the wildlife refuge on Jan. 2, insisting they wouldn't leave until their demands were met, including the freeing of two Harney County ranchers jailed on federal arson charges. One militant on Tuesday afternoon posted a video of Ammon Bundy talking earlier in the day with an FBI negotiator identified only as "Chris." The two have been negotiating since last week, with Bundy dictating the circumstances under which he would talk and what the group wanted.   The leaders were on the highway bound for John Day, where they were scheduled to participate in an evening community meeting set up by local residents. A crowd of several hundred had gathered at the John Day Senior Center and were subsequently told the the "guest speakers" would not be appearing. The highway was blocked for a 40-mile stretch between Burns and John Day. Police were stationed near Seneca, a small city of 200 south of John Day, with long guns. They said they didn't know how long the roadblock would be place. Grant County Sheriff Glenn Palmer was there. Palmer two weeks ago had met with Payne and Ritzheimer. He later publicly declared that Dwight Hammond Jr. and his son, Steven, should be freed from federal prison to help end the standoff. Palmer also has recommended that the FBI leave the Harney County scene and turn the matter to local police. The armed militants took over the vacant headquarters compound at the refuge. They have been using refuge buildings for meetings and lodging, posting armed security guards. The occupiers have been moving without police interference between the refuge and Burns, even attending a county-sponsored community meeting at the Burns High School a week ago. Police estimated at least 50 militants scattered through the crowd of about 400 people. The dramatic event came days after local and state officials had publicly complained about the apparent inaction by federal law enforcement. The governor had complained directly to U.S. Attorney General Loretta Lynch and FBI Director James Comey as well as the White House. On Monday, Harney County Judge Steve Grasty, who chairs the county commission, also publicly urged police to resolve the occupation. Payne and Bundy have been in and out of Harney County since November, aroused by the sentencing of the Hammonds. In October, they were ordered back to federal prison to finish five-year terms for deliberating starting fires that burned federal land in 2001 and 2006. The next day, about 300 people - a mix of militia and local residents - paraded in protest through downtown Burns, stopping at the sheriff's office and then stopping at the home of Dwight Hammond and his wife Susan. That afternoon, a splinter group of militants drove out to the refuge, left vacant after federal authorities warned employees to stay away over safety concerns. Later, Payne confirmed in interviews with The Oregonian/OregonLive that the group had long planned to seize the refuge. Besides demanding freedom for the Hammonds, the Bundy group wanted the refuge turned over to prior private owners and to the county. They insist that the federal government has no constitutional authority to control land in Harney County, a county that measures 10,000 square miles. The federal government controls 76 percent. And I've often wondered, are they better off as slaves, picking cotton and having a family life and doing things, or are they better off under government subsidy? They didn't get no more freedom. They got less freedom.” Sen. Dean Heller, R-Nev., who described Bundy and his cohorts as "patriots" last week, “completely disagrees with Mr. Bundy’s appalling and racist statements, and condemns them in the most strenuous way,” his spokesman said Thursday morning. The Wire has produced "a list of Cliven Bundy's supporters now that we know he's a pro-slavery racist," Heller among them. The implication here is that Bundy's supporters should be shamed for his racism. But, as the headline itself implies, they issued their support for him -- in his fight with the Bureau of Land Management -- before he made his deplorable and ignorant racist comments. What undermines Bundy's position in the BLM fight are the two court orders against him and the fact that he doesn't own the land where he wants his cattle to graze. "The Bundys have never owned the disputed land," the Blaze's Becket Adams reported. "They hold no deed and they've never paid property taxes on it. If you honestly believe this program should be allowed to operate and that domestic terrorists and/or their families and associates should be running private slave camps for youth while charging families extraordinary rates for so-called "faith-based" treatment, then there is truly nothing more for us to say.  Because, that's just plain crazy.  Don't send your kids to Re-Creation Retreat nor any other such program.  Take your blinders off.  Protect yourselves and your kids from frauds and madmen.

All segregated congregate care providers, including those on our watch-list, are welcome to contact us to correct any information or provide additional data that may assist with delivering the whole truth to the public.  The HEAL Mission of COPE (HEAL) found in many cases where this offer has been abused or resulted in revealing additional basis for our concerns. For some examples see feedback.  Now, we are willing to look at the facts and may have questions or require documentation backing up any claims.  We do verify licensing, academic backgrounds, and other qualifications when investigating and researching programs on our watch-lis/enrolled in the Conversion Program to assist consumers seeking additional information on such programs or victims requiring assistance with getting corroborating evidence of their claims.  We do that in order to make sure the information we provide is accurate and verified and cite our sources.  In the event any information we've posted is in error, we're happy to make a correction. 

HEAL does not support segregated congregate care for many reasons which include that many such facilities are abusive, exploitative, fraudulent, and lack effective oversight often as a result of fraudulent misrepresentation coupled with the ignorance of those seeking to enroll loved ones in such facilities, programs, schools, or centers without a valid court order and involuntarily.  In the United States such involuntary placements done without a court order are apparently illegal as they either violate the Americans with Disabilities Act community integration requirement or due process rights of those involuntarily placed.  Now, in regards to parents, in the United States parents have the right to waive their own rights, but, not the rights of their minor children.  See https://www.cope.church/legalarguments.htm for more information.  Now, most facilities on our watch list include waivers, indemnity clauses, and sworn statements legal guardians must sign assuring the program that the parents/legal guardians have the right to make the placement involuntarily and without due process in a segregated congregate care environment, however, California and federal prosecutors as well as settled law appears to suggest that is not the case.  In fact, in the David Taylor case found at https://www.cope.church/provocases.htm , Taylor sued Provo Canyon School and his mother as co-defendants.  His mother was found liable for 75% of the damages awarded to Taylor as a result of multiple complaints including false imprisonment, while the program was found only 25% liable because the mother owed a duty of due diligence to investigate anyone to which she would entrust care of her child and she failed to do so. 

Now, HEAL opposes segregated congregate care and we find most placements are happening illegally in the USA which if the youth understood their rights would result in unfortunate outcomes for the parents, particularly when they don't exercise good judgment and support the fraud and abuse rather than their own children when they need remedy and justice.  And, HEAL supports all victims of fraud and abuse in seeking remedies at law for any crimes or torts committed against them.  And, that's true whether or not the program or victims are in the USA. 

HEAL has a 5 point argument against segregated congregate care we'd like you to consider:

a.  Segregated care is unconstitutional and a civil rights violation.  It is only permissible if a person is unable to survive independent of an institutional environment.  For more on this, watch the HEAL Report at  https://youtu.be/C4NzhZc4P0A.  Or, see:   http://www.ada.gov/olmstead/  which includes in part:    "United States v. Florida – 1:12-cv-60460 – (S.D. Fla.) – On April 7, 2016, the United States filed an Opposition to the State of Florida’s Motion for Partial Summary Judgment.  In the Motion, the State had asked the Court to rule, on a variety of grounds, that the United States could not recover damages for unnecessarily institutionalized children to whom the State had been deliberately indifferent."

b.  Institutionalization is always dehumanizing and coercive.  Institutionalization always harms the institutionalized and deprives them of protected civil rights.  Dr. David Straker, Psychiatry Professor at Columbia University's School of Medicine (Ivy League) explains this in detail at http://changingminds.org/disciplines/sociology/articles/institutionalization.htm.  "Many institutions, from prisons to monasteries to asylums, deliberately want to control and manage their inmates such that they conform and do not cause problems. Even in less harsh environments, many of the institutionalization methods may be found, albeit in more moderated form (although the psychological effect can be equally devastating)."  (See website linked in this paragraph for more info.)

REPORTING GUIDE FOR VICTIMS, SURVIVORS, AND WHISTLEBLOWERS:
 
In Arizona, the criminal statutes of limitation are 1 year on misdemeanors, 7 years on most felonies, and no statute of limitations on more serious felonies including rape and murder.  For civil suits in Arizona, the statute of limitations is 2 years.  Here are your options:
 
1.  Report crimes such as fraud, assault, battery, labor trafficking, and child abuse to law enforcement in Arizona.  You can call the Coconino County Sheriff at 928-643-7109 to inquire about filing an official complaint which may provide the probable cause needed to get a warrant for investigation and/or prosecution. 
 
2.  File a consumer complaint with your home state's attorney general against ReCreation Retreat and include your request for compensation for any harm done to you.  If your home state is Arizona or you'd like to file with the Arizona State Attorney General as a non-resident, here is that link: https://www.azag.gov/complaints/consumer 
 
3.  If you do not wish to file a consumer complaint, you can contact a private personal injury attorney and look into suing in tort/civil court.  However, if you can't afford the retainer, you should expect to settle out of court with a non-disclosure agreement which may bar you from speaking publicly about the incident because you've agreed (even if with a grumbling assent) to the terms of the settlement.
